On February 12, an official signing ceremony was held for an agreement on the free transfer of literature published by the Organisation for Researching and Composing University Textbooks in the Islamic Sciences and the Humanities under the Ministry of Science, Research and Technology of the Islamic Republic of Iran (SAMT) to HSE University. The event took place in the HSE University library on Pokrovsky Bulvar.

In early February, HSE University's campus on Pokrovsky Bulvar hosted a meeting between HSE Vice Rector Victoria Panova and Abay Serikkanov, Vice President of the National Academy of Sciences of the Republic of Kazakhstan. The Mathematical Algorithms and Modelling in Telecommunications workshop is a joint project of the HSE Tikhonov Moscow Institute of Electronics and Mathematics and the YADRO company. HSE and the Indian Institute of Management Indore (IIMI) have agreed to open a mirror laboratory, determining their key priorities to be joint activities in the fields of nature conservation, research into environmental behaviour and sustainable development, and territorial branding in relation to Indian regions. The agreement on the new laboratory was reached during an ongoing visit by an HSE delegation to India.

HSE University took second place in the new 2023 ranking of universities in the digital economy in Moscow and St Petersburg, having lost only to Bauman Moscow State Technical University. HSE University outperformed specialised IT universities such as Moscow Institute of Physics and Technology (third place) and ITMO University (fifth place), as well as Moscow State University (fourth place).
